What is the Affordable Rent Program? 


Alto Station Apartments offers affordable housing options in Downtown Eau Claire. If you're applying to rent one of our income-restricted apartment homes, there are income limits that determine if you're eligible.

Why Do Income Limits Exist?


Alto Station is part of a program meant to help 
low- to moderate-income individuals and families. To qualify, your total household income must be below a certain amount, based on your household size and the income threshold for the apartment you are applying for.


How Income Is Calculated:


To calculate income, Alto Station Apartments uses 
gross annual income (before taxes) for all household members 18 and older. This includes:

  • Wages and salaries
  • Social Security or disability payments
  • Unemployment
  • Child support or alimony
  • Self-employment income, if applicable


Income Limits Vary:


For example:

  • For a unit with an income restriction of 80% occupied by 1 person, the gross annual income of the occupant needs to be less than $55,650.
  • For a unit with an income restriction of 120% occupied by 2 people, the gross annual income of the occupants needs to be less than $95,400.


Restrictions for Full-Time Students


A household where everyone is enrolled as a full‑time student is not allowed. That means if you're all students (even graduate students), it wouldn't work unless someone in the household is exempt—like being a single parent with children, a veteran, married, formerly in foster care, or disabled. However, if at least one household member isn’t a full‑time student, you can qualify provided you meet the income limits. We can help check your household situation.

When you apply for an apartment at Alto Station, the leasing office will ask for documentation like pay stubs, tax returns, and other income proof to verify you qualify under the limits. The limits help determine which units you’re eligible for. Management will reverify income at lease renewal.
